Rental and Utility Assistance. Low Income Heat and Energy Assistance Program (LIHEAP) is a federally funded program that helps families and individuals with their energy bills. New Jersey SHARES assists income eligible households throughout Somerset and Warren County to pay their energy, telephone and water bills. Services: State-wide energy assistance program committed to helping residential energy customers experiencing short term financial difficulties and cannot pay their energy bill. Through NJ Shares, Catholic Charities can arrange a limited one-time credit with the utility company. Eligibility: Client must meet program criteria, which may include a good payment history. Waiting List: Availability contingent upon funding allocation
