Emergency Rental and Utility Assistance Amarillo. Emergency Rental and Utility Assistance programs provide financial assistance payments on behalf of eligible households who are homeless or at risk of becoming homeless. Utility Assistance The Community Emergency Assistance Program (CEAP) may pay up to six months of an applicant's gas or electric utility.
